the head of this sub-department, and it is his duty to attend to

the more technical matters. This officer is a young man, without

a long experience in the Harbour Office. General supervision

should really be left to the Harbour Master or Assistant

Harbour Master, and the work in the sub-department is not much

for one European Clerk and the fifth Chinese clerk.

The light fees collection book should be made by the

Entrance and Clearance sub-department.

As regards Section 3 of this department, the officers

are the Second Clerk Mr. Chan Pui and the writer Tong Hin Ting.

r. Chan Pui is really the accountant for the whole Harbour

Department and in charge of general correspondence, r. Wong Hin

ring is a bheap clerk, of whom not much can be expected, he acts

as a copying clerk. The amount of 0.5.0. documents copied into

a book might be considerably reduced. Fr. Chen Pui has a full

day's work,

Taking these two sections of the freneral office

together, the assistance required from the European Clerk lst. Clerk should be very alight; and the duties should be performed by Kessrs. Chan Pui, Chan Pui Sam and one other Chinese clerk. 8.

This is practically the staff with which the work is being carried on with at present as Mr. Lenfestey's time is mostly occupied over emigrating and in the Junk Office, and the temporary clerk is of very little use. When the offices were visited the staff showed no sign of pressure of work.

Taking (c) Clearance and Entry Office for steaners. This section (section D) consists of two clerks: Mr. Fan Tsung Hing 4th. clerk assisted by Mr. Tung Sze Tong. The duties are shortly, these concerning Entry and Clearance of Ocean stemmers and making out certain returns. The duties set forth in detail are given in VII and VIII. As regards entry and clearance the amount of work is shown by the number of receipts given for light dues namely 3,071 up to August 22nd, or a working day

average of 154.
